JKE&A has unique, first-hand experience – through positions of state child welfare leadership and in our consulting history – in leading large scale systems change associated with regional and statewide transition to Community-Based Care (CBC) models in child welfare in several states with various statutory models. This includes readiness assessment and planning; program and policy design and development; network development; staff transition; operations implementation; and transition of legacy caseloads. The team has also assisted small and large organizations to shore-up internal policy, procedure, and practice following partial or complete reorganization.
Through our individual and collective experiences with roll-out of CBC in different state structures, JKE&A has also been intimately involved with development and implementation of performance-based contracts that address federal and state outcomes, program-specific performance measures, and Key Performance Indicators (KPI). In addition, we have developed benchmarking for clients and have assisted with modification of contracts for future years. Our work has also included the use of penalties and incentives.
